Social Housing Registry Program
Residents have a number of options for affordable housing or affordable home ownership in the City of Kingston including subsidized or rent-geared-to-income housing and housing developed through the Canada-Ontario Affordable Housing Program. The City is the service manager for the administration of social housing programs and affordable housing initiatives in the City of Kingston and County of Frontenac. The City oversee the local housing priority portfolio governed by Ontario’s Housing Act, 2011. This portfolio includes 2,003 rent geared to income households, 1,368 high needs households and 74 units accessible to those with disabilities.
The Registry manages the application process for rent-geared-to-income (RGI) assistance for the seventeen (17) housing providers participating in the centralized waiting list.
This "one stop shopping" allows applicants to apply to more than one housing provider by completing only one application form for RGI assistance. The Registry staff is pleased to assist applicants in making selections for "area of preference " and will review housing mandates and eligibility criteria with applicants upon request. All applications for RGI assistance are processed through The Registry. The Registry determines applicant eligibility. Each month, the Social Housing Registry Program provides to the participating housing providers a waiting list which includes the names of all applicants who are eligible and/or have indicated a preference in their particular housing project. When a vacancy occurs, offers of accommodation are made to eligible applicants by individual housing providers — not by The Registry.

Changes to the Social Housing Registry Wait List – January 01, 2015
In recognition of the Homeless Priority list now under Rapid Rehousing /Housing First, the Homeless Priority Status was removed from the centralized wait list for RGI units effective January 01, 2015. Homeless clients will now be accommodated through the homeless service plan, and will in most cases receive a subsidy as they will maintain their chronological ranking on the RGI wait list being the date on which they applied for RGI assistance originally.
Those on the centralized wait list that were assigned “Special Priority” status will continue to maintain their chronological ranking on the wait list, based on the date on which they submitted their application. Special Priority is reserved for individuals who are eligible for Rent-Geared- to Income assistance and are victims of abuse in their current households. Abuse means one or more incidents of physical or sexual abuse, controlling behaviour, intentional destruction of or intentional injury to property, OR words, actions, or gestures that threaten an individual to fear for his or her safety. This status allows victims of abuse to move ahead of other applicants on the waiting list. This policy does not apply to someone who simply want to separate from someone because their relationship is not working.
